Leaf needs a New Hokage and since i made the leader system no one can actually just claim it, So the village must decide an Rp in the Hokage building should be created as a meeting of sorts or you can vote somewhere else..

Since the uchiha clan was supposedly Annihilated by itachi and madara will be limiting most OC uchihas to a small few then when they die off more can be taken also anyone who wants to make an OC uchiha MUST give a CLEAR understandable and reasonable reason on why they are alive in the first place
No Two ideas of being alive can be the same. If an Idea is taken..ITS TAKEN!
